Robinson Phil Hoover and Ed Gross tells the tale of an inner-city People's Army established to relieve the misery of the citizens of Watts, Los Angeles. After Mafia thugs put increasing pressure on the locals, the Army's second-in-command asks for permission to start a protection squad to take more direct action.
