On The Right Track (1981)

While some people may not view a railroad station as an ideal home, 10-year old orphan Lester (Gary Coleman) finds his Union Station residence more than adequate. It serves as a comfortable refuge from the frantic city life until Lester's extraordinary knack for picking racetrack winners becomes public knowledge.
